Diameter Gateway (DGW) Service Outage During RollingUpgrade (Doc ID 2796331.1)

Symptoms

In a clustered environment, let us say there are two servers DGW1 and DGW2 :
While performing rolling upgrade from Elastic Charging Service (ECC) prompt, DGWs restart too quickly, i.e. after restarting DGW1, the next one DGW2 is restarted even before Diameter/Stream Control Transmission Protocol (SCTP) associations towards DGW1 are back to active state. Due to this issue, for a short period of time there are no DGW service  available which could handle the traffic.

Impact

Users experience service outage.The problem is even if a DGW has joined the cluster, the DGW instance needs some time doing initialization effort, reading Coherence Pof configurations, Diameter dictionary files and mandatory bootstrapping effort before it finally opens to external via socket. These bootstrapping can happen after the DGW already joined the cluster. So even though Rolling Upgrade (RU) thinks the restarted DGW is ready, but the restarted DGW is not really ready yet, and RU already move on restarting the next DGW instance. So there is gap in between where no DGW is running.
