FLISR Adds Scada Device Operations to Wrong Section in Switch Sheet (Doc ID 2796600.1)

Symptoms

On : 2.4.0.1.0 version, Web DMS

The FLISR generated switch plan should have all device operations in the "Miscellaneous Steps" Section.

The issue can be reproduced at will with the following steps:
1. Login to web workspace with full operations plus switching
2. Set FLISR in manual mode from Tools menu DMS Settings
3. Select a conductor in the network model
4. Create a permanent fault on the conductor from Control tool
5. Observe a FLISR event (S-New) will be created and wait for FLISR to come up with a solution i.e., DMS Status of the event changes to FLISR (M) solution or FLISR(M) solution generated with violations.
6. Perform manual restoration by opening the isolate switch and closing the restore switch using scada instruct operations from control tool
7. Open FLISR report and generate the FLISR switch plan using Actions menu Generate Switch Plan

Previous Results:
Observe the FLISR sheet shows the miscellaneous actions related to the event including tripped device, restore actions performed in step (6) under the first block of the FLISR plan.

Expected Results:
FLISR shows a new block called "Miscellaneous Steps" with all the miscellaneous actions related to the event including tripped device, restore actions performed in step (6) in addition to the FLISR plan blocks.
