Cannot Download File From Unifier Through REST Call If File Name Contains Hidden Junk Character

On : 220.127.116.11 version, Unifier Web Services
When sending "Get Document by File ID" REST call to retrieve a file from Document Manager in Unifier, depending on the file name and whether or not it has special characters, the REST call will result in the following error. When removing the special characters the REST call is successful.
"could not get response"
The issue can be reproduced at will with the following steps:
- Configure Web Services client to send REST call command.
- Try downloading the file.
- REST Call results in above mentioned error message.
- If removing any special characters then the REST call is successful.
