Bill Now incorrectly charges discount for Cycle Forward Arrear when the business parameter 'apply_cycle_fees_for_bill_now' is enabled
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Commit cycle_forward_arrear product (prorate) with fixed discount (prorate)
2. Discount should be sequential
3. Enable SequentialCycleDiscounting and apply_cycle_fees_for_bill_now
4. Pin_virtual_time (Pvt) to Jan1, create an account with dummy plan
5. Pvt Jan 4, purchase product
5. Pvt Jan 4, purchase discount
6. Pvt Jan 4, run billnow
