Purchase Fee is not Applied when Changing Purchased Product Status to Active and Backdates (Doc ID 2796974.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When activate a future dated product to active status, and then changing dates in backdate to start the charging, it is applying cycle fee fine, but purchase fee not getting applied.

After Step 2 below, cycle fee is applied, but purchase fee not. Step 3 is not picking up these purchased product as their PIN_FLD_FLAGS value is set to 3.

Note: both purchase fee and cycle fee event are there in single product.

EXPECTED BEHAVIOR

Purchase fee should apply.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add a deal/product to the customer with product status as Inactive and purchase/usage/cycle dates into 10 year future in Customer Center.
2. Change the purchase product status to "Active" and change all three dates as backdate in Customer Center.
3. Run pin_cycle_fee -defer_purchase
