PFT Static Table Driver Not Allowing Import From Spreadsheet When Adding Rows - "Error Found input manipulated col" Error Returned

Symptoms
On PFT 8.1, the Static Table Driver does not allow Import from spreadsheet for some imports. The export works and downloads the .xls file but seems to not allow import using the same file with added rows.
Successful upload message is shown to the user, however Web Server deployed pftapp.log shows the following errors:

Issue occurs on Chrome and Microsoft Edge. Excel version Microsoft 365. Some uploads are working, but not able to determine cause of the errors.
The issue can be reproduced at will with the following steps:
1. Navigation: Profitability Management > Allocations > Static Table Driver
2. Edit and click Export
3. Save generated .xls file
4. Update the file and click Import
