ACTUAL BEHAVIOR --------------- creating a predicted stable outage can group upstream with nearby event
A predicted stable outage should not automatically group to upstream events.
Use create event for this scenario. Create a predicted outage at a B phase transformer. Create a predicted stable outage at a B phase transformer near the first one, with a common upstream fuse. This will result in a predicted outage at the Fuse. Since one of these events should have been stable (non-grouping), these should not have grouped together to the next upstream device
