TD-BSERR: 1 thread is stuck in In Progress status

1 thread for TD_BSERR batch job in PROD and TEST is taking too long to move into Complete status. From our observation, the thread was stuck in In Progress status for too long and once completed, the records count did not increase. We are assuming that the thread is taking too long to move into Complete status. Here is a sample scenario to describe the issue:
 
TD_BSERR for 4/19 in PROD:
Batch job take too long to Complete as Thread #9 was stuck in In Progress status. I restarted the TPWs and it still took too long to complete. Once it completed, it did not process any records in the new batch instance thus was only having issue with updating the thread to Complete. This is a recurring issue since last Thursday and is still currently being experienced for our batch run for 4/20.

TD_BSERR for 4/19 in TEST:
Batch job take is taking too long to Complete as Thread #4 was stuck in In Progress status. We have canceled the batch job as it had been processing for more than 4 hours and is not increasing the number of records processed. We are also assuming the the batch job had already processed all of the records for that thread but is only having an issue updating the thread to Complete status.
