Enhancement - Customer Load On Demand - DR Feature (Doc ID 2798249.1)

This enhancement is to ask the possibility to create or enhance Elastic Charging Engine (ECE) with a functionality that allows to load customers on demand on a new ECE startup after a cluster crash event.

For example in a production environment, if the cluster needs to be started from the beginning, after load the pricing caches, allow a feature to perform an on demand customer load into the cache for those customers that are performing requests to ECE in that time frame (diameter requests, Billing and Revenue Management (BRM) request), once that ECE identifies that the user is not in the cache, it can perform a request to the customer updater to load that specific user, in that way the subsequent requests can be proccessed successfully and the service denial could be minimized over the time. Meanwhile the on demand customer load is performed. the user can perform the full customer load in the cache, in this stage the customer updater/loader should control and ignore the load of those accounts that where already loaded by the on demand customer load.
