Delayed Partitions Not Created for Custom Tables after Upgrading to 7.5PS22 or Higher (Doc ID 2798310.1)

Symptoms

On all versions of Oracle Communications Billing and Revenue Management (BRM) above 7.5PS22, running partition_utils succeeds but silently fails to create partitions for delayed events.  For example:

Here <CUSTOM TABLE 2> has not had its future delayed partitions created.

This issue has started after upgrading BRM from a version older than 7.5PS22 up to 7.5PS22 or higher.

As a result, future delayed events may fail to be partitioned correctly and manual corrective actions may be required to restore functionality.
