What is the workaround for Bug 30799831-Unable to process Periodic Reports in Enterprises created in Argus 8.2?

Description of Bug problem:

After upgrading to 8.2.x, upon attempting to create or update any PSUR configuration for new enterprises, the following error is presented:

PSUR Configuration Save - Please contact your administrator.

Additionally, cmn_error_log table contains the following error:
