OCOMC Unable to Process CDR (Doc ID 2800040.1)

Following is an error on the EP_Splitter cartridge when processing a Call Detail Record (CDR). It does not generate a .out file and also the Elastic Charging Engine Distribution Cartridge(ECEDC) did not get any request from EP_Splitter node.
