Goal

This is an enhancement request for Elastic Charging Engine (ECE) to support the below scenario.
The possibility to create or enhance ECE product with a new member of the cluster. The idea is to create a node that works as a entry point for the user in cases when the users wants to perform some actions like: check the ECE metrics, Coherence metrics, cluster status, perform a cache query, administrate a node, etc. A dedicated member for this operations will avoid the direct interaction with the ECS that could be dangerous and can compromise the cluster. In this way, one can isolate the ECS from the user's interaction. This node can be also used for integration with monitoring tools, like Prometheus or Grafana. Exists different coherence implementations that can be used for this new product feature like: a near caching pattern, Coherence*Extend, proxy node, etc.
