STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import project Xer files in v18.
2. Check activity, there is value in External Early start date column.
3. If import into v19, check activity, there is no value in External Early start date column.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot view External Early Start date.
