Symptoms

Executable install.exe for the APS integration is not signed

The install.exe is not signed by Oracle whereas signing a program is a best practice to ensure the quality and security of the code. If the client has security exception, it will let the install.exe
executing on our W10 clients.  This is not a ideal solution if client's wish to use a high level of security.
