Symptoms
A PDO is created from the Create Event that is non-movable. Upstream of this event there is a fuse that is opened creating a RDO. The downstream outage is consumed by an upstream outage, but it gets flagged as related to the upstream as being manually related "R". This is not correct since the operator did not actually manually relate the two events.
Expected that there should not be a manual Relation between these two events.
