Installation Hangs While Upgrading Argus Interchange From Version 821 To 823 On Transaction Sever (Doc ID 2802953.1)

Installing Argus Interchange as Administrator.
Getting the message:

Setup is un-registering files

The install process stops here.

This is a separate server than the Web server

When trying to do a fresh install on a server without Interchange installed, it stalls at the message:

Setup is registering the file

Install log file:

Get Command line parameter - MODEL
Command line parameter not found
Get Command line parameter - TRANSACTIONSERVER
Command line parameter not found
Checking command line for switch - CLOUD
Switch not found...
Get Command line parameter - XFRAMEDOMAIN
Command line parameter not found
Enter OnUpdateUIBefore
Reading Registry value for - \SOFTWARE\Oracle\Safety Suite - Key -
Target Directory - D:\Program Files\Oracle\Argus
Setup is un-registering files.

Steps to Repeat:
Right-Click on setup.exe
Run as administrator
Configure for Interchange install only
Get the message:

Setup is un-registering files.
