NPL Updated On Remote Distributed Cartridge is Not Reflecting in AdminClient GUI

Symptoms
ACTUAL BEHAVIOR
---------------
Customer has distributed cartridges across servers and node managers. Collection Node Manager where adminserver and admin client is running on a separate server and all remote node managers are configured to this adminserver and managed from here.
If any one update any NPL on remote server's node manager where a cartridge like AP or DC is updated from AdminClient by logging to that servers changes are not reflecting of collection node managers adminClient. Same behavior is observed vice versa.
EXPECTED BEHAVIOR

NPL updates done on server 2 should be reflected on server 1 GUI as both needs to be in sync.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Step 1 .Create CC , EP on node manager 1 on server 1.
Step 2. Create DC on node manager 2 on server 2 and connect DC with EP .
Step 3 .Restart node manager and adminserver.
Step 4: log on to server 2 and start adminClient and update NPL from GUI.
Step 4: Restart admin server and admin client on Server 1, updated NPL should be visible on DC from adminclient running on server 1 but it is not reflecting latest changes.
