Symptoms

Subscription notifications not being sent for 'Add File' when file is copied

Users are not receiving the subscription email notification for the item attachment updates. When ever users add an attachment, users get an email but when a file is copied from a different object, users do not get notification

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open Item and Subscribe
2. Select Add File
3. Copy and paste file into the Attachments tab
4. Notification is not sent
