ALM or PFT Pack 8.1.x Installation Fails With 'TNS-03505: Failed to resolve name' (Doc ID 2804412.1)

Symptoms

After running the 8.1 ALM or PFT pack installation, the following error exists in the OFS_<APP>_installation.log from /OFS_<APP>_PACK/OFS_<APP>/logs:
