Base Deposit Required algorithm (C1REQDEPAID) is not giving the correct result

I have created a dummy ID check algorithm that will always pass 700 credit value and true for the ID check passed switch value. I use the base algorithm C1REQDEPAID and set a parameter of 650 for the Minimum Credit Value.

When I start service for a new customer, and after pressing Verify Person ID button, when I select the residential class, I always get "A deposit is required." message. It looks like the CREDIT_VALUE is not being passed from ID check to the Deposit Required algorithm.
