ERR_NO_SOCKET Errors In BrmGateway (Doc ID 2806163.1)

Symptoms

On : 12.0.0.3.0 version, Balance Management

Noticed a big delay (Almost 16 minutes and even more) in Top-Ups notifications to be sent from Elastic Charging Engine (ECE) to Billing And Revenue Management (BRM) for Prepaid Accounts.
These notifications are sent to BRM through the brmGateway, observed too many ERR_NO_SOCKET errors in the brmGateway logs.
Actually the notifications are retried for 11 attempts and then are moved to suspense. When they are collected from the suspense queue, then they are processed successfully.

Note - No other applications are reporting any connectivity errors and there is nothing in CM/DM logs that indicate a connectivity problem
