Goal

It was noticed that "ICH-ICSR V3.0 MESSAGE TEMPLATE" does not have conformance rules records in CFG_CONFORMANCE_RULES table. However, "ICH-ICSR V3.0 MESSAGE TEMPLATE - EMA" has these records in CFG_CONFORMANCE_RULES table.
