Using AddMultiPageBitmap rule to insert PDFs results in some PDFs not starting on front page

We are running Documaker 12.5 SE and using the AddMultiPageBitmap rule to insert several PDFs into our printstream. There are several PDF insertion points that are set to start printing on the front page in the AFP printstream. The policy application (PAPP) is not always printing on a front page.
