Adjustment Rule Does Not Recognize or Use 'Last Repricing Date' As Assignment Date

Symptoms
An Adjustment Rule is setup to use the Formula Based Rate method with Reference Term = Orginal Term and Assignment Date = Last Repricing Date. However, when you run the FTP Process, the records are assigned the rate from the Origination Date and not the Last Repricing Date.
For example, the following data exists:
ORIGINATION_DATE = 01-MAY-20
LAST_REPRICE_DATE = 01-AUG-20
And from FSI_IRC_RATE_HIST:
EFFECTIVE_DATE = 01-MAY-20, RATE = 0.14
EFFECTIVE_DATE = 01-AUG-20, RATE = 0.09
After running the FTP Process, the LIQUIDITY_PREMIUM_RATE = 0.14 which matches the Origination Date and not the Last Reprice Date.
