GLASN Job Not Stamping GL_ACCT In Case Of Processing One Record

Symptoms
On RMB v 2.9.0.0.0, GLASN job not stamping GL_ACCT in case of processing one record.
ACTUAL BEHAVIOR
-----------------------------
After consuming Patch 32522017, GLASN job performance improved. When we process 2 or more records, we do not see any issues.
But while only a single record to process, the GL_ACCT is not getting populated.
We tried adding one more FT entry and processed and it got stamped. On checking the logs, the highId value gets populated as ' ' , which is possibly causing the issue.
EXPECTED BEHAVIOR

GL_ACCT should get populated instead of the BLANK.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Generate one trial bill segment and generate trial bill for it.
2. Run C1-GLASN batch.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use C1-GLASN batch for single bill segment.
