Upload of Reschedule Bill Cycle Transaction fails with the following error in alert log
Context : Transaction failed to Post in Account #  Error : Transaction failed to Post in Account # : Error while selecting from contract_fees (SYS-SYS-SYS-UNDEFINED-002049)
