imcheck maintenance queue is empty (Doc ID 2807817.1)

Symptoms

After stopping impurge -- "stop-msg purge" and expecting that it would write any pending tasks back to the maintenance queue, it was surprising to see that the imcheck -q gave no results:

$ imcheck -m user/<userID>/INBOX -e shows that there are over 4,000 expunged messages in that INBOX. So there should have been some cleanup task queued for it.
