Health check for the edq services is not working though service is not restarted in EDQ (Doc ID 2807978.1)

Symptoms

Steps to reproduce :

Step 1 : Restart the EDQ server 

Step 2 : Check for the web service is started after restart.

Step 3 : Call through post man and check for the response status.

Expected result :

User should not get 200 response though service is not started after restart but user should receive 503 error.

Actual result :

User received 200 response as result though service is not started after restart.

Issue encountered : 

User not getting proper response when the EDQ Servers are restarted.

Changes

EDQ Service has been restarted.
