Consumed Balances in ECE Is Not Loaded into BRM after Suspension (Doc ID 2809602.1)

Symptoms

Issue is that if the service is suspended (status = INACTIVE) when there is on-going session, then the consumed balances in Elastic Charging Engine (ECE) is not loaded into Billing and Revenue Management (BRM).

Scenario:

  1. Create account and purchase bundle (with free data, say 1GB)
  2. Send initiate request
  3. Send update request with USU of 300 MB
  4. Suspend the service (with opcode op_cust_update_services and set PIN_FLD_STATUS = 10102)
  5. There is no change in ECE balance and still open sessions are present
  6. Send terminate request with USU of 1 MB
  7. It is expected that 301 MB of usage should be loaded into BRM. But it is seen that available balance is going back to 1GB, meaning the usage is not rated by ECE.
  8. The diameter gateway log shows response as "{reasons=[ZERO_RUM_QUANTITY, NO_RATED_EVENT_PERSISTED]}"
