Facing issue while bringing up the Elastic Charging Engine (ECE) Metric collector.

Error in ece_metrics_collector.log:

The issue can be reproduced at will with the following steps:
1. Execute ./start_ece_metrics_collector command

The issue has the following business impact:
Due to this issue, users cannot start metric collector and check the load in the system.
