Cannot Open Business Modeler From Planning Applications on 12.2.10 with Error Can't connect to database DBMS is not supported in your installation

On : 12.2.10 version, BusModeler, Non production Instance
When attempting to open Business Modeler from Workbench, using local application,
the following error occurs:
Can’t connect to database DBMS is not supported in your current installation
The issue can be reproduced at will with the following steps:
1. Upgraded to 12.2.10
2. Log in from local application
3. Navigate to
setting and Actions-> planning applications->Business Modeler
4. Cannot launch Business Modeler, Error occurs
Was working in previous Demantra version 12.2.3 before upgrade, after upgrade ds.ini file at the server is encrypted
Reviewed environmental variables - PATH is set correctly is set correctly
