Symptoms
All batch processes are failing with a fatal error and no logs are generated. As an example a Transfer Pricing Engine task fails with the following error when run via command line:

Error(Oracle Financial Services Application error) (203105) Oracle drv_oci error:
OCI Function: [0] - olon(), orlon()
Oracle Error: [1017] - ORA-01017: invalid username/password; logon denied
Driver Function: drv_oci::Connect()
MB(AttachDB()) Error attaching to database: atomic
Memory fault
You verified the following already:
- PASSWORD_VERSIONS = 10G 11G 12C in DBA_USERS
- Refreshed the atomic password using the user interface
- tnsnames.ora points to the correct server and database
You still get the same invalid password error.
