Wait for Measurement Cannot Prorate when Service Date is before Install Date
The Enable Service Orchestrator is configured to "Prorate to Service Date" in its Find Measurement Criteria. This Option will lead to errors in the Wait for Measurement Activity lifecycle if an Enable Service Orchestrator completes an Activity that installs a meter.
If the Enable Service Orchestrator has a service date prior to the meter being installed, then the Wait for Measurement Activity that is created to prorate a read will not be able to transition past a wait error because it cannot derive a device. If the proper device is manually provided on the Wait for Measurement Activity, then it will error when trying to execute the completion event to prorate a read.
This behavior prevents the Wait for Measurement Activity from completing and in turn prevents the Enable Service Orchestrator from completing.
