Billing Fails When Multiple Rateplans Are Configured With Single Rate Tier With Validity (Doc ID 2810205.1)

Symptoms

When a product has multiple rateplans and each rate plan has a single rate tier which is valid for a specific time period  (e.g. 45 days) then billing fails after the effective date of the rate tier is passed. If there is only one rateplan in the product then billing is successful.

Reproduce Steps:
------------
1. Create two accounts, one with single rateplan and one with multiple rateplan.
2. Move pin_virtual_time (pvt) to billing day of month (BDOM) and run billing (e.g. pin_bill_accts -verbose -file bill.xml).
3. Move pvt to next BDOM and run billing - account with multiple rateplan error here.
