FirstUsage Configuration Not Working

Symptoms
Business requirement is the delayed activation orders (usage start and purchase start is set to immediate but cycle start is set to future date) needs to be activated on the first usage.
To satisfy the above requirement, configured First usage validity at product level. When trying online usage on update request its failing with DIAMETER_UNABLE_TO_COMPLY (5012).

The issue can be reproduced with the following steps:
1. Purchase a product with a purchase fee grant whose validity start is set to first usage and has a usage event configured.
2. Try performing online usage impacting the purchased product.
3. When trying online usage on update request it fails with DIAMETER_UNABLE_TO_COMPLY (5012).
