24x7 ATP Plan: After Upgrade From 12.1.3 To 12.2.9, ATP Post Plan Processing Request Ends In Warning And ATP Plan Is Not Available In Workbench (Doc ID 2810380.1)

Symptoms

On : 12.2.9 version, Oracle Global ATP Server

ACTUAL BEHAVIOR
---------------

On an instance upgraded from 12.1.3 to 12.2.9, ATP plan is not visible in the planner workbench despite all plan related requests complete successfully.

We see the following error in the ATP Post Plan Processing Request:

Exception in call to Call_Schedule
Return Status :
Error Message : ORA-06502: PL/SQL: numeric or value error: character to number conversion error
Unexpected Error. Sync Call To ATP failed
Sync Error: Unable to continue further


EXPECTED BEHAVIOR
-----------------------
Plan should be visible in the PWB.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enter the application.
2. Run the ASCP Plan.
3. See that the plan is not visible in the PWB even after the plan run is completed.

 This is an instance which is upgraded from 12.1.3 to 12.2.9
