'Enable User' Screen / Link Disappears in an SSO or LDAP OFSAA Environment (Doc ID 2810535.1)

Symptoms

In one of the your OFSAA environments, the "Enable User" option is missing from Identity Management.  The environment uses SSO.

The following link is missing:

 

Other non-SSO environments do not have the same issue.

As a result, the admin cannot clear a user who gets stuck in a logged in status.
