CDA User(s) with Service Viewer/BI Consumer is not able to see the OCDA Folder and Dashboard (Doc ID 2810801.1)

New users with Service Viewer/BI Consumer are not able to see the 'OCDA' Folder and Dashboard. They are able to see only the "My Folder".
