Not able to add personnel to an OMA crew unless that user is currently logged into Operations Mobile Application (OMA).

When a user is not logged into OMA, they are not visible when you click on the “Select Personnel…” button in Crew Makeup in NMS to add the user to a crew. If the user logs into OMA, then that user will become visible when “Select Personnel…” is clicked in NMS.

We expected to be able to see the valid user to add personnel to an OMA crew even when that user is not currently logged into OMA.
