Getting below error while creating Discount Sharing Group (DSG) with secondary account.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1> Create one primary account with a plan (which includes MSISDN with sim/service activation) from previously terminated account
2> One secondary account with share plan (No service activation needed here since there is no granting of buckets involved)
3> Purchase plus2020 data add on primary account
4> Purchase deal - Share Data add on primary using purchase deal opcode PCM_OP_SUBSCRIPTION_DEAL_PURCHASE
5> Create Discount Sharing Group using PCM_OP_SUBSCRIPTION_SHARING_GROUP_CREATE opcode
6> Create ordered bal_grp using PCM_OP_SUBSCRIPTION_ORDERED_BALGRP opcode.
7> After this secondary account should be able to use data from primary account buckets.

Note - Calling purchase deal, create sharing group and ordered bal grp in same transaction
