Payment maintenance screen: Master Acct not listed , only associated accounts or only the accounts to which payment got posted is listed in Non Sufficient Fund(NSF) drop down

EXPECTED BEHAVIOR

In the current design, it is not feasible to display the Master account in the NSF drop down

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Do a payment on master account, ensure that payment goes only for associated accounts.
2. Navigate to Payment maintenance screen In NSF fee account #, master a/c is not displayed in drop down
3. It is important show the master account here because in Realtime users are not know about associated accounts much
