Manual Step Addition in Switch Sheet doesn't always show all available options

It seems in order to get all available options to show up in the Select Operation dialog in switching sheet Manual Addition Step, you have to open the Control Tool first, otherwise not all options are listed.

This requires that a QUALITY_[measure] value be something specific or the [measure]_OFF be set to true for the control action to be visible on the control tool.
This will be project specific.

o Find a control action on a device with the above mentioned check as part of the control action's Visible-when clause.
o Log into Web Workspace without bringing up the Control Tool.
o Load a switching sheet and navigate to the Steps tab.
o Display the Manual Step Addition panel.
o Manually enter in the device you found in step 1.
o Bring up the Operations List for that device.

Expected Behavior:
If the control action is configured with a switching code, then it will show up in the list.

Previous Behavior:
The control action was not showing up in the Operations List. If the control tool for that device was first displayed, then the Operations List was properly populated with all the options.
