EBS:PS: PS Moves Work Orders Outside Resource Capacity Horizon (Doc ID 2812311.1)

The client is trying to implement PS with Schedule Strategy - Dynamic Resource Allocation as it is recommended.
However, they found the problem that some work orders are moved out of the Resource Capacity Horizon. This problem does NOT appear in Balanced mode.

For resource FXXXX, seven work orders are planned after horizon. I understand that the problem is for work order FJ123/Pxxxx/E, which has firm start operation for date 26.08.2021 but in this date P1-xxxx is unavailable. This P1 is available 14.09.2021 after completion from work order FJ41xxx/PROTO. So work order FJ708xxx/PROTO/E should be scheduled after this date. Other six work orders are not related with P1xxxx-12142 or work order FJ123/PROTO/E so It is not clear why PS does not schedule these orders  26.08.2021 after FJ123.

It should not schedule work orders beyond the Horizon
