File Upload Issue When Atomicity Is ON

Symptoms
On RMB v2.9.0.0.0, File Upload Issue when Atomicity is ON
For a certain file size and higher, upload fails when the Atomicity option is checked on.
We expect the File should get processed regardless of Atomicity flag.
ERROR

ORA-01000: maximum open cursors exceeded
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. The file request type calls Business Service C1-TranDtlStageUpload to create Transaction detail staging records.
2. Simulate a large file upload (we tried with 15K records)
3. Ensure File Atomicity is on
4. Execute batch C1-FTRAN
