OBIEE URL is not updated properly and unable to access in TF (Doc ID 2812659.1)

Steps to reproduce :

Step 1 : Login as TF Analyst

Step 2 : Go to alert summary page

Step 3 : Click on OBIEE report above raw message section

Step 4 : Check for login page

Expected result :

OBIEE URL must be accessible after updating the value in configuration table.

Actual result :

OBIEE URL is not accessible even after update in table.

Issue Encountered :

User unable to change or update the OBIEE url and even redeploy or restart OBIEE URL is not working.
