Output Parameter is not Working as Expected when It is Set to Null (Doc ID 2812787.1)

Symptoms

On Oracle Life Sciences Data Hub (LSH) 3.1.0.1 version,

ACTUAL BEHAVIOR
----------------
When Out parameter is used as an Input parameter of another program the expected value is not returned.
The out parameter value is sending as NULL but in input parameter it is coming as "null" text value which is not the actual value for the NULL (i.e. pseudo column or original null value).
Due to this reason custom programs are failing.

EXPECTED BEHAVIOR
-----------------------
It would be expected that the out parameter value to be NULL in this case.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a WorkFlow instance under work area
2. Create a PRG1 PL/SQL program and source code as below

7. Submit the Workflow.
