Symptoms

On : 12.0.0.3.0 version, Billing Care

ACTUAL BEHAVIOR
---------------
New user login to Billing Care and unable to see "Produce Corrective Bill" option.

EXPECTED BEHAVIOR
-----------------------
New user should see the “Produce Corrective Bill" option.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open system-jazn-data.xml
    - Add custom rule - "BillingSuper CSR" in  'system-jazn-data.xml'
    - Add policy with the required authorization resources.
2. Run 'wlst.sh' and load the changes with 'migrateSecurityStore' command.
3. Restart the Weblogic and Billing Care.
4. Connected to weblogic,
    - Under 'Security Realms -> myrealm -> Users and Groups -> Groups', create "BillingSuper CSR".
    - Under 'Security Realms -> myrealm -> Users and Groups -> Users', create a new user.
    - Under 'Security Realms -> myrealm -> Users and Groups -> Users -> -> Groups', chose "BillingSuper CSR".
5. Connect to Billing Care UI[user interface] with the new user.
6. Search any existing account.
7. Goto Bills -> Switch Bills and select a bill.
8. Goto Bills -> Actions.
