After cloning, user received error below on OFSAA Landing Page.

Steps:
1. Clone ALM, FTP, PFT 8.1.1 successfully.
2. Deploy war/ear file successfully.
3. Start startofsaai.sh and web server.
4. Go to the new URL and immediately received error: "Could not retrieve list of languages from Server"
