Attachments Are Missing in .aXML Package Exported Using Agile Content Services (ACS) (Doc ID 2813534.1)

Symptoms

ACTUAL BEHAVIOR
ACS is not exporting attachments even though Subscriber has Part and Change Filter with 'Tab and Files' option and Roles with the required privilege.

EXPECTED BEHAVIOR
ACS should export attachments when subscriber is configured with required fillers and roles.

STEPS
The issue can be reproduced at will with the following steps:
1. Log into Java Client
2. Configure ACS Subscriber with appropriate  filters and roles.
3. Log into Web Client.
4. Release Change Order having affected items with attachments.
5. The exported .axml package does not have the attachments.
